Aim and Scope
The main goals of the Sibneuro journal:
- Promoting modern scientific research in neurosurgery, neurology, radiology, and anesthesiology-intensive care.
- Advancing open science and evidence-based medicine in clinical practice.
- Facilitating the implementation of innovative diagnostic and treatment methods for nervous system disorders, including personalized and high-tech medicine.
- Integrating Russian and international research to strengthen scientific collaboration.
- Improving the quality of medical care by disseminating up-to-date knowledge among specialists.
Thus, the Sibneuro journal aims to become a platform for exchanging cutting-edge knowledge, fostering progress in clinical neuroscience and enhancing medical practice.

Open Access Policy
This is an open access journal. All articles are made freely available to readers immediatly upon publication.
Our open access policy is in accordance with the Budapest Open Access Initiative (BOAI) definition - it means that articles have free availability on the public internet, permitting any users to read, download, copy, distribute, print, search, or link to the full texts of these articles, crawl them for indexing, pass them as data to software, or use them for any other lawful purpose, without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

Peer-Review
The journal accepts articles that have not been previously published in other publications in Russian or English and are not currently under review elsewhere. The availability of an online preprint does not constitute prior publication.
Each submitted article undergoes an independent evaluation by the journal's managing editor. After an initial assessment to determine whether the manuscript aligns with the journal's scope, meets formatting requirements, and presents research findings appropriately, the article is sent for double-blind peer review by external experts (at least two). Reviewers submit their evaluations using a standardized form with uniform assessment criteria. Articles involving mathematical-statistical data analysis are additionally reviewed by an expert in this field.
Peer review is conducted by members of the editorial board as well as external reviewers—experts in the relevant medical field. The managing editor decides which reviewer will evaluate the article. The review period typically takes 2 to 4 weeks but may be extended upon the reviewer's request. Based on the reviewers' reports, the managing editor makes a decision regarding the article:
- Acceptance (approved by the Editorial Board);
- Revisions required (major/minor revisions);
- Additional review needed (in case of conflicting reviewer opinions);
- Rejection without resubmission rights.
If an article is rejected after the initial assessment, the managing editor notifies the authors via email, stating the reasons for rejection.
If the Editorial Board approves the article for publication, the editorial office informs the author and provides an estimated publication timeline.
If revisions are required, the author receives an email notification detailing the necessary changes. The revised version must be submitted within three months of receiving the notification. The revised article will then undergo another round of peer review.
If authors choose not to revise their manuscript, they must formally notify the editorial office of their decision to withdraw the submission. Additionally, if the revised version is not submitted within three months of receiving the review, the editorial office automatically withdraws the manuscript from consideration—even without an official withdrawal notice. In such cases, the authors receive a formal notification that their manuscript has been withdrawn due to the expiration of the revision period.
Publication Fees & Open Access
No publication fees are charged. All articles are published in open access on the journal's website.
Publishing Ethics
Patient Consent and Ethical Approval
For each patient included in the study, a signed informed consent form for participation and personal data processing must be obtained. Authors must also provide a statement confirming approval by the local Ethics Committee of the institution where the study was conducted. Research must comply with the ethical principles outlined in the Declaration of Helsinki (https://www.wma.net/policies-post/wma-declaration-of-helsinki/).
Manuscripts must adhere to the International Committee of Medical Journal Editors (ICMJE) guidelines on the conduct, reporting, editing, and publication of scholarly work in medical journals. No patient-identifying information should be included in the manuscript.
Research Involving Animals
If the study involves animal research, the manuscript must follow the ARRIVE guidelines (https://arriveguidelines.org/). Experiments must comply with:
- The UK Animals (Scientific Procedures) Act 1986 and its guidelines (https://www.gov.uk/guidance/guidance-on-the-operation-of-the-animals-scientific-procedures-act-1986);
- The EU Directive 2010/63/EU on the protection of animals used for scientific purposes (https://environment.ec.europa.eu/topics/chemicals/animals-science_en);
- The NIH Guide for the Care and Use of Laboratory Animals (https://grants.nih.gov/grants/olaw/guide-for-the-care-and-use-of-laboratory-animals.pdf);
- Or equivalent internationally recognized guidelines.
Authors must explicitly state compliance with the relevant ethical standards in their manuscript.

Author fees
Publication in “Sibneuro" is free of charge for all the authors.
The journal doesn't have any Article processing charges.

Disclosure and Conflict of Interest
Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer’s own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
Reviewers should not consider manuscripts in which they have conflicts of interest resulting from competitive, collaborative, or other relationships or connections with any of the authors, companies, or institutions connected to the papers.
Plagiarism detection
“Sibneuro" use native russian-language plagiarism detection software Antiplagiat to screen the submissions. If plagiarism is identified, the COPE guidelines on plagiarism will be followed.
Preprint and postprint Policy
The editorial board of the “Sibneuro" allows authors to post the manuscript as a preprint before submission for review and to archive independently their articles in disciplinary and institutional repositories.
Preprints
The editorial board of the “Sibneuro" encourages uploading preprints on preprint servers. The Committee on Publication Ethics (COPE) defines a preprint as 'a scholarly manuscript posted by the author(s) in an openly accessible platform, usually before or in parallel with the peer review process.'
A preprint publication shall not be considered duplicate publication nor shall it influence the editor's decision to publish it in the “Sibneuro".
The author must notify the editorial board of the “Sibneuro" about the posted preprint at submission of the manuscript for review, furnishing a link to the preprint with its DOI identifier and the dissemination terms and conditions.
It is the author’s responsibility to add a link to the published manuscript in the preprint record. The link must contain the DOI and the URL of the article published on the journal's website. The original preprint should not be modified based on the reviewer’s and editor’s comments. The preprint should not be replaced with the text of the published article.
Do not delete the preprint text.
Manuscripts Accepted for Publication
The editorial board of the “Sibneuro" allows manuscripts that have been reviewed and are accepted for publication to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
The text of the manuscript should contain the author’s clarifications about its status and information about the planned publication.
Example: The ARTICLE TITLE has been reviewed, accepted for publication, and will be published in 2021 (3) of the “Sibneuro".
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Final Versions of Manuscripts
The editorial board of the “Sibneuro" allows manuscripts that have been peer-reviewed, accepted for publication, edited and ready for publication (proofread and typeset) to be archived independently.
This version of the manuscript may be disseminated through:
- personal website or blog;
- institutional repository;
- disciplinary repository;
- direct interactions with faculty or students by providing this version of the manuscript for personal use.
Once the final version of the manuscript is published, it is the author’s responsibility to add a link to the published article to the publication record. The posted text should not be modified based on the reviewer’s and editor’s comments. Do not replace the text of the posted manuscript. Do not delete the text of the posted manuscript.
Revenue Sources
The publication of the journal is financed by the funds of the parent organization, at the expense of the publisher, publication of advertising materials, publication of reprints.
